HISTORY

Since the year 2004, a growing number of Argentine national universities has worked together towards the same goal: contributing to regional linguistic and educational development. By the year 2001, the Ministry of Education, Science and Technology, and the Ministry of Foreign Affairs, International Trade and Worship of Argentina had already set the standards to test knowledge and use of Spanish as a second and foreign language in Argentina (MECyT Resolution 919 and MRREECIyC Resolution 3164), acknowledging, through this action, the role of universities in producing the examinations.

In June, 2004, three national universities, University of Buenos Aires (UBA), National University of Litoral (UNL), and National University of Córdoba (UNC), summoned by the Ministry of Education, formed a consortium (at present known as the ELSE Consortium) with the purpose of designing and implementing the first official examination of proficiency in Spanish as a foreign language.

The CELU examination was approved through Resolution 28 in January, 2005. Since the year 2006, the following universities have joined the ELSE Consortium: National University of Catamarca, National University of the Center of the Province of Buenos Aires, National University of Comahue, National University of Cuyo, National University of La Pampa, National University of la Plata, National University of Lomas de Zamora, National University of Mar del Plata, National University of the Northeastern Part of Buenos Aires, National University of Quilmes, National University of Río Cuarto, National University of Río Negro, National University of the South, National University of San Luis, National University of Salta, National University of General San Martín, National University of Villa María, National University of Tres de Febrero, National University of Entre Ríos, National University of La Rioja, National University of Lanús, National University of General Sarmiento, National University of La Matanza, and National University of the Patagonia San Juan Bosco.

At present, almost two thirds of Argentine national universities participate in this program, and other national universities which have developed ELSE projects have expressed their willingness to join the consortium, not only to teach and do research in the field of Spanish as a second and foreign language, but also to administer the CELU examinations in their venues.
